The ‘Holy See’ refers to the authority, jurisdiction, and sovereignty vested in the Pope and his advisers to direct the worldwide Roman Catholic Church. It is the Holy See which is internationally recognised as the ‘central government’ of the Roman Catholic Church, as such the Holy See enters into treaties with other States and sends and receives diplomatic representatives. The Holy See is not the same as the Vatican, a tiny State, within the confines of the Italian City of Rome which was created in 1929 in order to protect the independence of the Pope from any particular State or Government.
